ST. THOMAS - It was an uphill battle - literally - but Doug White finally got his new neighborhood electric vehicle registered for road use in the territory on Monday.

He thought he already had won a five-year push to get neighborhood electric vehicles authorized for road use here when Gov. Charles Turnbull signed the Omnibus Justice Act of 2005 in March.

The act contains a provision that allows the small, battery-powered, environmentally friendly vehicles to be registered for road use.
