Bush Dreams of Alaska's Oil
The Bush administration's desire to drill in the Arctic is becoming an obsession.
The administration has included revenue from Arctic National Wildlife Refuge oil lease sales in its latest budget proposal. Even in a budget full of unlikely assumptions, that could be a remarkable bit of fantasy -- a hope that the next Congress might cave.
The Senate repeatedly has rejected refuge drilling, recognizing the plan as environmentally damaging and unnecessary. That's not going to change this year. But the administration is banking on a more conservative Congress come January.
