Before New Jersey lawmakers adopted California's strict auto-emissions standards last week, car dealers painted a dire picture of low-pollution vehicles gathering dust on showroom floors.

But just across the Hudson River, car dealers in New York - who have been operating under California's clean-air rules for nearly a decade - report brisk sales and few hassles.

"There have been no hiccups whatsoever," said Tim Coughlin, sales manager at the BMW dealership in White Plains, which rolled out super-low-emission 2004 models last year. "It's all been very smooth, and the cars are selling just fine."
