Here's a big test for Congress: Can lawmakers pass legislation to help a nation of diehard oil junkies get clean and sober ?

As with any addiction, Americans' insistence on consuming most of the world's fossil fuel is an increasingly expensive and dangerous habit. Gas prices have surged close to historic highs. Heating oil prices have jumped by more than 25 percent over last year.
