EU Blasts U.S. Climate Plan As 'Free Gift'
THE HAGUE (Reuters) - The European Union publicly rejected a controversial U.S. plan on global warming gases on Thursday, dismissing the proposal as a "free gift" to the world's largest polluter.
The EU move surprised U.S. negotiators because the 15-member bloc only a day earlier welcomed the proposal as a good "first step" toward reaching a compromise in the difficult talks on how to slow global warming.
The United States had sought to ease EU concerns over its plan to designate its own forests and farmland as "sinks" to soak up greenhouse gases believed to cause global warming.
